Hot Water

Hi,just wondering if anyone can explain briefly the hot water in the apartment. Basically, the switch for the hot water is located in the hall. However there is a knob also for the sink. When i try to heat the water by turning the dial on I find that it doesn't heat the water hot enough for me- think this could be an eco save. However when i push in the sink switch, the 'on' light gets a bit redder and the water gets really hot just the way that i want it. Issue is that when you have the water on a timer, at night say, it doesn't seem possible to push in the knob so that the water is very hot!! If u put in the knob it means that the sink is heating all night from what i gather. Has anyone any advise on this or have i got it all wrong? Thanks!
